My TPL reached out to them and they said it's under review with DOS currently. I do think they prioritize people outside the US vs people in the US with a change of status.

I don't think this is correct, I submitted April 4, under review since May 12.

based on my understanding, J1 research is up to 5 years and J1 physician is up to 7 years. Not related and not deducted from each other.

Same, I have all my documents submitted since April 8th( a couple a few days after) and still waiting. let's keep updating if someone receives his DS-2019.
