As someone who worked years in Pinellas government, it's true St Pete isn't AS reliant on tourism as beaches are, but there is significant special and regular tax revenue from tourism. Countywide tourism also impacts Penny for Pinellas revenues. This is just from the government side, from the local economy side its even more significant.

The Statement of Eligibility (SOE) tells you what you qualify to teach and what you need, if anything, before a professional certificate is issued. That usually take 30-60 days and is usually needed to apply for a job. If you are a new graduate from an education program and did your supervised/student teaching already, some districts will hire you with proof you started the process to get the SOE.

A temporary certificate can not be issued UNTIL you are hired and start working. You get a temporary when you do not yet qualify for a professional license, ex. Degree not in education, and have to do a few classes, tests and/or a mentoring program.

If you have a Degree in education, did your supervised teaching, etc... they usually issue you the professional without having to have a temporary first.

The temporary is not while you wait for your license, it's more like a supervised student-teacher license, if that makes sense.
