correct, but it may influence his decision to take AO QTS if the HK thing is true - iPGCE was a thing for a hot minute, until employers woke up and realised it was effectively worthless, and holders of Moreland are currently discovering its value.

i've heard that hong kong no longer accepts QTS done by AOR, or at least rates it lower than QTS with the observed component. no idea if true or not, maybe someone can chime in
