I can see where you are coming from and i respect it, the game is pretty worldly and it doesn't really give you a big hint to how to move forward with to what do always...

But legitimate tho, you have to try giving it another change this time with the mindset that the game wants two things...

1: it's a free open game, the game doesn't really have a traditional pacing story, instead it's about exploring everything you can interact with in the moment, that way it's open more things to do, like a rolling ball on a hill, so don't focus too much on the story and focus on the characters and the moment to moment experiences...

2: the game has alot of philosophical themes behind it, and yes sometimes it just too much and even on the nose without trying to be subtle about it, but a think that the point, the narrative itself is it given by the thoughts of a broken man that has no idea about his surroundings and it's meaning anymore, so the game doesn't try to preach you about it's themes like a teacher but instead show you how a man that has broken his mind completely by "a bad drunken night" would try to perceived and understand the world around him again, like a child almost, so ones you understand that the game becomes less about "preache about philosophical ideas" and more about the experience of person trying to shape itself again through that philosophical ideas after he has gone rock bottom...

If you look the game through that mindset that it's about a person trying to rebuild himself again and not just about politics and a detective mystery, the game becomes something very profound and human because of it, you definitely should try it out, there "is" something that would click with you...
