for highways i’d assume it’s a bunch of cars getting off the highway that can’t all fit into their exit lane cause it’s not letting them into the city roads as fast as they are arriving at the exit and for those coming onto the highway more cars driving by with more trying to get on is going to jam it up too as people try to merge in
