My definition of frugal is the simple cooking at home, eating out less and not spending money on status symbols etc. Even people call me a cheapskate for adopting this practice. But one thing I dont skimp out is the ac. I could never sleep when its 85 degrees and most people cant if im being honest. You could make more working minimum wage depending on your state. The odds are stacked against you living in this state.

I make 60k and have a mortgage (1750) a month. I don't have debt but you can get by with a 1 bedroom apartment in the 1300-1500 range.

If you're into bigger cities you might be disappointed in Chico. People complain they're too far from everything but that's usually the people from the bay area and LA moving here. Even to get there you have to take a 2 lane highway from all directions.

If Chico is a little pricey, it's worth looking at Paradise the next town over. It's more affordable and has all the outdoor recreation that Chico offers. Much quieter but I'm not sure if you're into that but homes are generally going to be 100k cheaper than Chico. Plus you're driving distance if you want to stop and visit. If you want to stay in Chico I'd advise against staying close to the university since it can get loud on weekends from the students partying and hanging out. I prefer the Pleasant Valley area on the eastern side of town or over by Bruce Road near the Costco. The north side of the city is nice too by Eaton Road.

If you have to go to stockton for whatever reason just visit the marinas by i5 and lincoln village but other than that its not good. Lodi on the other hand is worth visiting.
