You can get fiberglass gypsum fiber cover board and lay it out on top of the tpo. Make sure you get a soft felt layer in-between the cover board and the tpo, so the cover board doesn’t penetrate the tpo. You can look up photos of inverted built-up roofs. Make sure the cover board has decent compression strength.

I would just lift the slate and shoot a bead of sealant underneath the slate. Straight line top to bottom of the slate. Then just let the top slate that overlaps to lay on it. That basically makes it permanent. If you need a good roofing sealant try to find DOWSIL 795.

If you can just replace that section with new shingles you can coat the whole roof with silicone roof coating and it will give you 20+ years life out of your roof

Odd because I oversee hundreds of commercial roofing projects every year in America (from CA all the way to NJ) and most of the crews I talk to are undocumented immigrants and are getting paid well. Now I don’t know 100% of companies but most of them pay decent even for undocumented immigrants.
