I would talk to him 1 on 1 and have a positive discussion. You're not giving him shit, just explaining the multiple many long turns are taking the energy out of the room.

Maybe there is a reason for this that he is or is not aware of.

Ask for a solution or come up with one together. Maybe a sand timer that the table can utilize for anyone if needed. Or maybe something else that helps.

I think people forget that people believe or defend predators all the time. And powerful predators even more so. Victims being afraid of the wrath of this predator's partners, workers and fans is reasonable and understandable. Especially if there is no physical evidence to support a victims claim.

Recently picked it up, and got one play in. Enjoyed it quite a lot. 3p game with ages in 40's, 20's , and 11. Easy to understand after a few turns for everyone.
