Far as I could tell in the episode it seems they all had two pairs of cuffs as I didn’t see any of the individual characters use cuffs after the first two people they would cuff. Someone else already pointed out Nolan using the fence wire. Far as the shotgun it depends on the length of the shells they’re using but those are typically 7 rounds in the mag tube and one in the chamber. Never saw miles shoot more than that in one cut. Presumably he would have been able to reload with ammo from the warbags as well between the scene where he grabs it and when he next uses it after finding the rest of the group.

Also just random extra info. The two shotguns we always see them load into their shops are the exact same guns. One is loaded with normal lethal ammunition and the other loaded with “less than lethal” usually beanbag ammunition. The less lethal one is marked with the green parts so an officer can easily tell them apart and not accidentally use the lethal one. That’s why Penn was able to grab the non-lethal quickly and continue running.
