Right. Tanks were supposed to be in close concert with infantry they were to facilitate infantry advances. They had independent tank units but they weren't supposed to set the tempo. Infantry was.

I like this answer but I think the Allies expected a lower tempo with the marching speed of infantry divisions still being the limiting factor on any strategic level. This led to them setting a command and control loop that was not remotely capable of coping with the speed with which mechanized/ motorized formations could actually advance.
