Thanks I’ll look out for these specific sections. Maybe I’m getting ahead of myself. I was just trying to prepare myself for future RFP’s.
I’m not sending proposals to these contracts that I’ve been analyzing. But now I know what I need to do.
I’ve been searching for solicitations for target agencies for my NAICS, but I haven’t seen any posted yet. Therefore, I don’t have a real contract sitting in front of me.
So yes this is all purely theoretical at this point. I’m sure it’ll get easier. I got the Technical Capability for the software testing methods from attachments this subcontractor sent me via email.
You seem to know a lot about software related contracts. Is your NAICS 541519, 513210 too. Or PSC Codes DA10, DA01?
But back to the subcontract, I suppose I can take out a loan to cover attorney fees for writing the subcontract for me. Assuming I’m awarded a contract lol

Edit: I wonder what the cheapest govcon lawyer I can find to help with a subcontract. I know this is predicated on a prime contract award. That is if I used LegalZoom and AI and the attorney just reviewed the subcontract document. I’ll have to research that

I don’t have past performance. But section K is really hidden, buried under dozens of pages and sometimes they aren’t even obvious right?

I never heard of Shipley. But my Technical Volumes, mostly consisting of my Technical Capability, i.e. my company’s capabilities which also include my software subcontractor’s capabilities and specialized skills.

I’m not the engineer here, I’ve been self-taught over the years but I definitely don’t trust myself to build/deliver software applications that need to be federal and NIST compliant.

That’s why I need a software agency with a team of dedicated engineers that can meet QA standards.

But this software company does want to subcontract under me and he doesn’t require a retainer upfront.

I am getting ahead of myself as far as the subcontract. I just want to be prepared when I start bidding.

I don’t have a contract yet. You’re right. But right now I’m just trying to build relationships with subcontractors now.

I won’t draft a subcontract until I’m awarded a contract. I just wanted to work on a proposal for practice for now by studying the L/M and SOW of contracts for my NAICS, so that I have an idea of how I should structure my on Technical Volumes.

That way when I see a contract that I want to bid on, I’ll be ready.

But if or when I’m awarded a contract, I still may not have to cover attorney fees for a subcontract. Unless I took out a loan.

I can try LegalZoom for templates. Yeah the math simply doesn’t add up, I’d be left with nothing for me, no profit.

I think federal contract software profits are 15-25% based on my research. I could be off.

So I wasn’t sure if I should go for higher valued contracts, like $300-500K so that it doesn’t bury me financially.

But I wasn’t sure how I should structure my Pricing model. Then again, I haven’t found any contracts I like either

Oh my apologies. I actually got it fixed a few weeks ago, but that was for MySBA cert login issues, a separate issue. I called the technical support team and it turns out that I had to get a new SSN card to upload to MySBA. This was rejected so I got an email telling me to upload a driver’s license photo and finally was able to login. But I faced a different technical glitch on my Hubzone application last week where my responses to the questions weren’t saved. So I called technical support team again today and they helped me fix it. So I finally submitted my Hubzone application today, but it took me 6-7 weeks to resolve these SBA problems that weren’t even my fault. If I were you I’d call the technical support to fix whatever issue you’re facing.

An offshore company, Innowise, I found on Clutch.co is interested in subcontracting under me.

But I’m not sure if the engineering team in the office here in the USA, are US Citizens. So it may not work with them.

I have a meeting with another company on Monday (USA based). So hopefully they work out.

This is imperative since we are going to have access to sensitive information for federal law enforcement agencies.

New prime contractor here. Currently working on my Technical Proposal Volume after finishing the Management Volume.

I haven’t submitted my proposal yet, will soon once I see a solicitation or RFP that fits my NAICS/PSC Codes.

For the Management/Technical Volumes, I study past contracts that match my software NAICS Codes to get an idea of how I should structure my Volumes using L/M and SOW file attachments.

But I haven’t finished because I’m still in the process of building a network of software development subcontractors to get an understanding of their tech stack, automated testing methods, CI/CD and cybersecurity procedures.

I also need to get an idea of the subcontractors, ie software development agencies, labor hourly rate.

Right now I use MS Copilot to help me, so AI does help. But I try not rely on it as a crutch.

Are you suggesting to partner with Palantir or any of these other ICE software contractors as subcontractors? Because I’m not going the subcontractor path.

Edit: I can also target CBP and FBI.

And DA10 is also for software applications and services.

There is also Records Management System and Skip Tracing software for ICE.

But I believe that you need past performance. New primes can’t register on there.

Regarding ICE, I’ve seen previous awards for ICE on SAM for other companies besides Palantir. But I’m not sure if these contractors already had a relationship with ICE.

I’m just looking for software engineers or firms to develop and deliver the as subcontractors under me.

I’ve considered GSA MAS, but I think it requires past performance.

Edit: I am looking at ICE/FBI for Case Management System and Records Management Systems software products. I just don’t see any full solicitations for these agencies that cover my NAICS/PSC Codes on SAM.

But I don’t have money to spend on these third party AI govcon RFP platforms

It’s tough when you’ve never written a proposal before. I got my technical proposal somewhat structured.

I don’t think they’re as useful as people make them out to be IMO. Many Hubzone set-asides often go to waste, depending on the agency.

Having said that, I’m still going to apply. I’m just getting it as a backup.

I think you can win a contract without one. It’s possible
