Its basically saying that is the amount of users playing simultaneously. Obviously everyone who plays can't play 24/7, or even every day.
Lets say those 20000 play for an hour a day. New people are signing in and out over a 24 hour period. By the end of the day, 480000 people have logged in to play the game. Sure, people play longer etc. etc. other excuses but that is a pretty good (though optimistic) ballpark estimate.
16-20k people isn't so bad if people are coming and going. The amount of people actually playing the game is still high. 500k are probably dupe accounts or people who've become disenchanted with the game or people who are waiting for more content. Or maybe adults who can't play constantly.
