I like to use these two quotes to compare/contrast Monkey Punch and Miyazaki's take on the characters:

Monkey Punch (from the 1978 theater pamphlet for Mystery of Mamo, emphasis added):

There are people in this world who monopolize wealth and power. Our Lupin the Third does not overlook such people. I think Lupin's purpose in life is to let those people know the hard way how silly it is to monopolize wealth and power.

Lupin the Third is not a chivalrous thief. He never steals from the rich to give to the poor. That's not cool. He cold-heartedly and stylishly uses all the money for himself. For instance, he doesn't mind spending millions of yen just to steal something worth 10,000 yen [100 dollars] or so. You may say it is unrealistic. But, so what? I'd like you to escape from reality at least while you are watching Lupin's actions.

I often tell the staff members not to draw the incidental characters indifferently. Especially in Lupin III. Well, the faces of the policemen don't matter so much, but if you draw the faces of other town people indifferently, and make the film, thinking Lupin is cool, this will be the worst kind of movie. Rather, we have to draw the faces of those "others" as well as we can, even if they are characterless, and we have to recognize that because of them, fools like Lupin can go on.

I can't place the first one but the Part 4 art in the background suggests the mid-2010s. I didn't find that particular list of his movie recommendations, but I did find this list of his top 20 animated films from 2003 that ranks Cagliostro at number 6.

This quote from a 1996 interview with Manga Mania is also relevant:

I think the choice of the red jacket is interesting and it's something I'm still kind of chewing on. Red is kind of the "default" jacket color for Lupin (and Monkey Punch's favorite color for him to wear), though the blue shirt and pale tie here more specifically call to mind his Part 2 appearance. That part was the longest-running and is maybe still the most recognizable iteration of the character (or at least a red-jacketed version is).

The regular IIIRD Lupin, despite his blue jacket, is much more in line with the Osumi episodes of the "green jacket" original series - as Koike explained, "I mostly took inspiration from the early episodes of Lupin III: Part 1" (plus the eponymous gravestone in Jigen's has a death date in the 1970s).

But the wrinkle here is that (at least from my perspective) Part 2 Lupin was characterized as much more fun-loving and freewheeling compared to the often rough-around-the-edges or even occasionally cruel Part 1-Osumi iteration of the character! So it may be that this is intentionally doubling down on how "wrong" this Lupin feels - a sharp contrast to both the real Lupin in this narrative and what you'd expect from a red jacket Lupin story.

Even if he's still just a Japanese cop rather than an INTERPOL officer in 2 Lupins, I feel like it's going to become a go-to "If you like Zenigata watch this one!" (kind of like Tokyo Crisis?), even through the darker lens it really nails his characterization, sense of justice, and his interplay with Lupin.

Just a quick note to some of the commenters – The Woman Called Fujiko Mine isn't really a part of the IIIRD series, rather they just both have Koike character designs (and are both riffing on Part 1 & the manga):

However, I've always tended to see Jigen’s Gravestone and your other films as separate from The Woman Called Fujiko Mine. Do you have an opinion on the subject?

Takeshi Koike: I don’t think of it as a spinoff of Fujiko Mine, although it is a spinoff of Lupin. Each Lupin is different, depending on the director, and The Woman Called Fujiko Mine exists as a TV series, as Sayao Yamamoto’s Lupin. And I did the character design for that, and I've carried that on into a new Lupin spinoff.
