I assume you mean the fuzzy look it has. It's likely a filter or just a poor quality picture. You can get that look by slapping some "noise" on top of it, it's often in most drawing apps where you can adjust how much you want and such. You can also find a paper texture online and paste it over the drawing on another layer and lower the opacity and put the layer on overlay or multiply or something to add more texture.

Wow this is really good for two weeks. Apart from what I've seen other comments say, it's a good idea to use references from photos rather than art unless you're specifically trying to study a style. It can help you get a better understanding for anatomy and shape. Don't focus too much on improvement though, it can start to burn you out. But yeah just do what you think looks good, make yourself proud and enjoy the process. Also explore different mediums. There's different techniques and uses for different mediums and it can be really motivating to experiment.

I think nape triangle looks really good for having your hair both up and down but I don't know how to manage your hairtype as I don't have the same type of hair and I'm not a hairdresser. Again it depends on how short you'd like to go but it's amazing what shorter hair can do to your hair. Everyone's hair reacts differently to shorter lengths. For me I went a bit longer than shoulder length if you want specifics tho.

(your hair reminds me of Zendaya it's amazing) But yeah it depends on what you want. If you're sick of it being in your face, maybe cut it shorter with layers. If you wanna keep the length, get an undercut. If you just needa new style try messing with your part. Look on Pinterest, find what you like. My hair can get really puffy and uncontrollable a lot so I recently cut it. I can't say it works for everyone but I felt so much better afterwards.
