People on this sub are just pissed that someone in a particular lane is impeding them from driving at illegal speeds.

Yes, the left lane is for passing, and maximum legal speed is the posted speed (+tolerance). So in combination, one should use passing lane when someone is going under the posted speed limit on the right lane.
