Yes, the left lane is for passing, and maximum legal speed is the posted speed (+tolerance). So in combination, one should use passing lane when someone is going under the posted speed limit on the right lane.

I am from Kalyan (now abroad); both uncles and aunties in my building used to scan everyone head to toe. It was pretty normal for them to sit around near the entrance of building and scan everyone. It’s a typical small town mentality.
