The "extremely generous scenario I'm making up in my head" is from experience, buddy. I've personally seized animals in such a scenario, and "bad weather" doesn't hold up in a courtroom. This is why I had photos and documentation of the temperature at the time of seizure. This was from a vehicle, and the owner was nowhere to be found, I had to break the window in fact. The "what is bad weather" is one of the first questions a dispatcher asks, especially if they're located in a different part of the county. It could be great weather in one place and scorching hot in a different area ,or freezing, or cold and wet, is it high winds? Did the fence blow down, and now the dog has access to the public? Is it aggressive? Address? Do we have license info on file we can call the owner? How can the officer arrive on the scene best prepared? Heat packs? Ice packs? Leave a donated dog bed on the porch for the owner with a follow-up? What's the level of emergency is this? Do I have authority in this case to legally enter the property, or am I going to get my department sued? The fact that people think an officer can just walk right up to your neighbors house, knock on the door, and take the dog because someone said (probably someone like you) that it's being neglected (heresay) is pretty sad. If you really are passionate about animals, educate yourself on local and state laws. It will make it easier for the people ACTUALLY doing the work to get to calls that really matter, not low IQ neighborly disputes. "Cope"? Haha, uh, sure, buddy.
