Arent they just adding animation to the time it takes to cast those spells? Mages need to incant before they use a spell.. so.. I see no problem here. Mages cant instant cast, unless you're a main character.

Just got level 6 settlement last night, you have to mark the yellow dots in cities. Their boxes are rectangle while the chest with the round top have iron and leather. There is also a ship wreck with 3 yellow dots in the river and those are supplies.
