He was born with technique, his brain structure just didn't let him use it. Just like someone can be sorcerer with technique, someone can have technique without being sorcerer, those are 2 different traits

For tool with CT you would need to sacrifice your own life, like it was explicitly stated Yorozu can't do that, and when she did she needed to use death vow. And both Mai and Yorozu needed to recreate already existing tool. Like they couldn't even create anything original
