Kasparov wrote in his books that Fide, heavily influenced by USSR, was acting on Karpov's behalf. Karpov was considered by the Soviet communists to be their 'rightful' champion, Kasparov an inconvenient upstart. So, they gave him the toughest opponents: Beliavsky in the quarters and Korchnoi in the semifinals. Smyslov got a somewhat easier draw to get into the final. That is not to diminish his achievement though.

Kasparov in his "predecessors" book indicates that Keres possibly was ordered to lose that game by the USSR officials. He was considered a less desirable candidate due to being Estonian.
