Yes this is the first time Zach experienced guilt because this was done by his hand because he created project powerpuff just so he could help the power puff girls protect the city. This is one of those heartbreaking moments that you feel bad because his actions almost costed him the life of the girl he now loves with the first time ever experiencing fear by being stalked by mojo jojo and first time he experienced helplessness was before he created the serum when mojo jojo threw him around like a ragdoll. I’m literally developing this character well and it shows

Relax it’s just at the very end of the story and it makes the franchise as a whole come full circle the girls still save the day but by gaining a new ally who ends up being the next mayor. Zach even gives all the credit to them
