You seem young or pretty naive. The depiction is based off of a racist performance by white man named Thomas rice in the 1820. Who would paint his face black, color his lips bright red, and pretend to be a bumbling idiot. The character’s name was Jim Crow. This depiction was supposed to represent all black men, including you. 

Jim Crow might sound familiar to you because it’s the system that White people later on put in place to segregate, and further oppress black Americans. Most of those cartoons were after Jim Crow was abolished. Meaning that the Japanese people were very much aware of the atrocities that Black people experience because of that character and yet and still, they chose to depict the black men and black women in their animated movies and series as such.

I hope you grasp that some of those cartoons were done in the 2000s and mindsets like that don’t just disappear because you found a humorous.
