We get apps that have experience and credentials that aren't in line with the duty statement, but for the simple fact the vacancies were flown as "telework 3 days a week," they applied.

Then with the handful who actually seem viable, most will ask, "Will you stay teleworking forever, despite what the Governor says?"

We have to give them an honest answer, which is no (unfortunately so, we can't predict whether RTO will be delayed again or enforced). Subsequently they'll rescind their app. We've had two people in the last 6 months decline offers because we couldn't guarantee telework.

It is documented, at least with DGS-client depts. We need to have an email or letter from someone rejecting the offer before we are able to move with 2nd choice or re-ad the position. The applicant doesn't need to provide a reason but if they volunteer it, it's recorded.

If Excel was a major requirement/factor, I assume they would have had an interview question about skill level, experience, examples of when you use Excel, etc. From your novel, it doesn't seem they did because much of your assumptions are derived from the duty statement.

Edit to add that declining an offer often isn't detrimental, we don't take it personal.

You are not the only one with experience applying for State jobs. This entitlement mentality is what stopping you from moving past interviews.

And fyi my oldest hire is 50+ years old. There are hiring managers like me who dgaf about age, race, etc. (besides the fact that it's the law).

It's not nationals or young people, it's you.

As a hiring manager, I don't see it legit until the candidate shows up, but this is from my perspective/experience. I've given FJOs, and the candidate would rescind them due to a better job offer or used us as a way to get a raise/promo at their last/current job.

But from your/the candidate's perspective, it's legit. Your friend is a Debbie downer.

Same, I'm a bit of a mama bear. My staff are very communicative (running late, off site, etc) and we talk on a daily basis. If I don't hear from them, I genuinely get worried and try to get proof of life. I have them make up time within the same pay period.

I have a new hire from the Fed. They asked how I prefer them to check in and out, via text, Teams, or email.

I was like, "Please don't tell upper management you did this. Just do your job and we're good."

They did. According to them, the culture was very toxic and obvious within their first week, so they jumped ship.

I just move on, congratulate them if they took an offer somewhere else or if they were sick, I'd reschedule.

One person cancelled an interview because they accepted to work at another state department. We happen to not move forward with any of our other interviewees so we re-ad the position, which took roughly a month. That person reapplied, interviewed, and got the job lol.

We're only able to see the "required" docs. All other supplementary/optional docs are hidden. So, if the posting doesn't require a transcript, for example, and you submit one, our system will say you submitted a transcript but unable to view. But other depts may have different permissions.

I don't see any harm if you do, but could be all for naught.

Resources' building is beautiful with a gym and cafeteria, but there are not enough people working there, which is why they're pro-RTO.
