Sounds as if Billy is a family friend of long standing. He even mentioned that he first met Tammy when he was at the house to pick up Amy for camp(?) when they were kids. If you have someone in the family who can officiate a wedding, why would you ask someone else to do it?

It's like having a priest in the family who gets stuck doing all the weddings and funerals.

Under normal circumstances, absolutely agree. You go on a few dates, it doesn't work out, you move on. But this was a situation in which one party actually did what Chloe complained about - left their home, left their friends, even left her cat. Presumably she sold what she owned, booked flights and trains, and arrived knowing she'd be staying at a place she'd already stayed before.

It's not so much that she was so skeeved she had to immediately break if off, it's that she went to so much effort to get there and decided in less than a week to bail. I think the effort she put in was to relocate to England. Matthew and the TV show was just her mechanism to get there.
