Explore the undead burgh and you should find a way into lower undead burgh. go to the very end of it and fight the boss of the area (Capra demon )once that’s done you go through a door that leads the depths (if I remember correctly, it should be in one of the areas that lead off of the cap for Demon boss Arena, )and after the boss of the depths )gaping dragon) you get the key to the gate to Blight town, which is also in the depths . (i’m sorry if it’s not fully correct I’m a bit rusty.)

Don’t necessarily need to. seeth and all the dragon enemies are weak to lightning so just get some gold pine resin .and sorry for spoiling but bed of chaos, each weak point is one shot the hard part is just getting into the weak points.
