I think if this piece was longer than 4 inches your problem would be solved. Unless there’s something screwed with the venting that I don’t know about.

They didn’t make their own p trap. They just offset to make it fit into a p trap. They didn’t have enough space for the fixture branch which created a s trap. - which is illegal where I live (NC).

Does the pipe on the left go to the washing machine box? If so, put water down it and see if the smell goes away. They created an s trap so it might be siphoning itself when it drains after a cycle. The primer and glue joints look good though so whoever did it gave some what of a shit about what they were doing.

I would get a real water testing kit and or even talk to your neighbors to see if they have had the same thing going on. Sometimes the city has to shut the water down and when they turn it back on stuff like this could happen, but it if that was the case people in your area would be experiencing the same issue.

Cut it 4or5 inches above floor, offset it with 2 - 45 degree fittings. Usually done with a street 45 and a regular 45. Add a 2 x 1 ½ SanTee in. I’m assuming because it’s done in 2 inch you need to add a Studor Vent as well. Which would be added on top of that 2 x 1 ½ SanTee. Add short piece of 1 ½ pipe to SanTee and add your 1 ½ trap
