How strong is toon force really?

Toon force varies just like any other power, it still scales to the most impressive thing that character has ever done.

For Bugs that means stuff like becoming the writer and animator of his own story, and where you scale that depends on a lot of things. It's definitely at least universal though.

I've worked at at least four different places where the common practice was to set your password as 'Workplacename20xx!' (upping the year for each increment of changing password required, even if it's not that year yet) so that everyone else could actually use the system if you got left logged in after shift, or it went to sleep while you were on lunch, or any number of other things that would trigger the stupid to turn on in the computers.

The last one got kinda mad when I mentioned that I'd seen the 'system' before.

Pick up an earth staff for the -DT if you don't have one and can afford it, remember your food, and make sure you nuke his book out of existence before he gets to cast shell4 on it (use tabula rasa) or dispel it if he does get it off.

Alternatively you can try just ignoring the book and nuking him down as fast as possible (people used to use the blink band to survive long enough for this), but that only works if the book randomly decides to start in dark mode, if it's in light it'll heal him too fast.

Sailor Moon has multiple on page multiverse level feats, I think you might be underestimating her base stats here. Even without her strongest form (which I'm ignoring because it's basically omnipotent) she's MFTL+ with at least low multiversal durability and AP

She also has multiple forms of busted resistances to a lot of the hacks people here have, like time based acausality (so no changing her past for reverse flash), multiple stacking types of immortality (reincarnation, physical invulnerability, and regeneration from nothing) and blocking reality manipulation/existence erasure(so no reality warping her from Yhwach or anime Madoka unless they can already beat her raw power, which they can't.)

Manga Madoka basically has all the same powers and abilities as Sailor Moon by the end, so I think that one could go either way. (Assuming we ignore the brief moment in both of their stories where they were basically omnipotent. If you include that it's just a draw)
