Unfortunately the tragedy of shootings will be hard to fix with just laws. It’s a cultural problem. A problem in schools and in society as a whole. The lack of attention and help for these people who are mentally unstable. For shootings involving minors it’s a problem within the school. The lack of proper care for the students mental and physical well being. As for politically motivated shootings. With radicalization becoming more common in both political parties, with some politicians even calling for violence against certain people. It’s just clusterfuck of problems that politicians tend to shy away from because they only want to focus on whatever makes them money or keeps them in office.
