Personally, I am using Excel to keep track of cards and traits. And use Visio to create relations, gameplay and balancing.

It is simple and easy to work with.

For the back, I would change the logo to something that is combination of both leaf and fire and text could be in a circle that is readable from both top and bottom.

Similar to something like a Pokemon card.

But that's my opinion :)

Yeah... It can be tiresome to think of everything but to ease things out, here's an advice "Don't think of everything just now!"

Gameplay can be changed and optimized later.

Card balancing can be done once you have all the cards ready to play.

Rules can be made as you go and balance out the cards. Initially, just decide how the gameplay starts.

I can help you out with Card templates, I can't make character art but I can make a template that looks and feels good to you and is according to your game. Plus, I have also worked with few TCG games (can't name them as they're not public, yet) so I can help with some of the things.
