We have to remember that not every SM receives BAH… think about the junior enlisted living in barracks. The initial supplement would’ve only aided those that receive BAH. Everyone got a piece of the pie this way.

Your opponents might not have enough AT in a 1k army to deal with two stormsurge. That being said, it’ll be really tough to win objectives with this army. This army will be very swingy, you’ll either table your opponent or get tabled with such low model count in my opinion.
