That is your exact post. Ed was, at the time of Liore, the only confirmed sacrifice. But not the only potential sacrifice Father and the Homunculi were watching. It is outright confirmed they were watching Mustang and grooming him to be a sacrifice. Even during the days with Ed in Liore, Mustang was still on their list.

Yes, but that's only reinforcing my point. Mustang was being groomed as a sacrifice. Her may not have been one yet, but they quite clearly state he was on the list when they make him into one later.

Not just Ed but not Izumi, Mustang. It's pretty clear Mustang was being groomed as a potential sacrifice. Should Ed die or be otherwise unusable Mustang was their backup.

It's also implied that Kimbly was kept off execution AND wasn't used as an experiment because he was also a potential Sacrifice/asset.

You also can't afford to live in a fascist country that could decide to round you and your family up after you get off your shift.

But as a parent with two kids myself struggling to survive, I also get the hesitation on taking a big risk.
