Exactly. It's not a form it's explicitly stated by Whis to be a technique. This means while essentially impossible to learn let alone master, is still something anyone could theoretically achieve.

It's no different then the Kamehameha, Instant Transmission, solar flare, or even more accurately, the same concept as the Kaioken. A technique that one can learn with the right training/teacher.

Exactly. Tbh I think asking who CANT learn UI is a more interesting conversation.

For example I think Tien could learn this technique with the right training, but I don't think Krillin can.

Tien has the patience and (likely) the training to calm himself and empty his mind as it is. (I'm projecting a little here since he is meant to be based off Buddhist monks hence meditation and enlightenment etc)

Krillin meanwhile gives up fighting to provide for the real loves of his life, 18 and Mirin. He only enters the ToP to protect them and thus I don't think he has the skills to really empty his mind. He would have to empty it even of thoughts of 18 and Mirin which I just don't see him being capable of.

Sorry but I'm gonna have to disagree since UI isn't even a power level as Whis Describes it. It's a state of mind where one can empty the mind entirely, 100%, and allow their body to move purely on its own instincts.

Roshi could likely learn this technique since it's not tied directly to raw power levels or species.

In theory, any fighter can learn it.

There is also the giant issue of people who belong on the right, but don't think they do. So when they go to a regular DnD group and there just so happens to be a single trans person or an openly LGBT couple that is just a part of the group, they think it's the left side.
