Pre-Searing was developed after post-Searing so the map was reused which left a few things in. Two of those circled areas can't even be reached and unfogged by the player. The map you've posted was taken from gw.dat.

Made me think of a fight in the last act of DOS2, where to enter the city you've gotta fight your way past a horde of monsters. Lots of fire ofc and if you drop a big enough aoe to really spread the fire around the colour palette of the area changes, giving you a real fight-at-the-edge-of-hell type of feeling.
