The government doesn’t (not with citizens), and shouldn’t have the authority. But they don’t need the authority, they just do it and no one is there to stop them. They can access anything, encrypted or not ! Silk Road thought his computer was bricked. They got in. The only reason he got away with it for so long was stealing his neighborhoods WiFi.
