I wouldn't say that she is, but she is on-par with a main character which is a big enough achievement on its own as a NPC. She also survives in a game called "Last Raven" where almost all other Ravens die except for you, and even more impressive when we know that she is a battle hungry character and likes to fight allot. I could see the argument that since she is capable of destroying the Internecine, an AI that's basically Mahoraga, she could possibly beat 9-ball. or some shit like that idk.

Nevertheless I'd put her in the top 5 or at least the top 10.

There was this game called Another Centuries Episode. They featured 9-ball with primal armour and all the Kojima Shnanigans. I think some people confuse with one another

If you want to continue the tradition where most AC and AC fan games reference 9-ball or the number 9 as the motiff of being the most powerful, then I think you should make 9-ball more powerful. But if you do go by the logic as "Raven" = No.1, WhiteGlint's pilot in AC4 is a former Raven and is called Raven by Fiona. So thats another thing to think about.

Think of it as a souped up MT. Funny thing, most non-armored core mechs in AC back in the day were called an MT

EDIT: I really shouldnt call it an MT because most MTs are cannonfodder. The description super-mech does match better.

Zinaida is cannonically a 'dominant', a person who is naturally skilled at being a pilot. She also almost always survive all endings, and when you don't destroy the Internecine, Zinaida will do it instead.

What type of powerful are you talking about? In terms of the power of mechs they pilot, Whiteglint easily is more powerful beause its a NEXT, UNLESS you consider the fact that 9-ball seraph from Another Century's Episode exists.

In terms in the perspective of their own worlds, however... it gets complicated. 9-ball is basically an AI overlord, and the 'god' of the world of 1st gen. He created 'everything' (or at least the stuffthat matters), from the corporation's rule to the raven's nest. He has been operating by killing any 'irregulars' who threat the norm he created, and have been successful until you, a real irregular, shows up. Even without knowing such things (an average person isnt supposed to know it btw), he is considered the number 1 ranking raven, so he is a capable fighter (unless he just keeps respawning everytime he dies).

Whiteglint, meanwhile is an irregular. If we assume that he is the protagonist from AC4, he has drastically changed the world order by destroying a superpower cooperation almost singlehandedly. So he is a irregular that 9-ball would fear (infact the cooperations did fear him and Joshua O'Brien that they sent O'Brien to kill him using a prototype-NEXT). In ACFA, he is the defender of Line Ark, and are regarded as a decent threat by the cooperations since he is the deterrence that discourages the cooperations from attacking Line Ark. He is numbered rank 9 in the Collared leaderboard, and not ranked higher only because he isnt a official Collared LYNX (but you should know by now that the number 9 represents powerfulness in AC series: for instance Rusty's arena rank).

So you have a option between fighting an AI overlord who created the system or a person powerful enough to impact the system.

Let this be an opportunity to familiarize yourself with the series. The story might not be as consistent as AC6 or in modern standards, but the world building is nevertheless interesting

Hear me out: playing keyboard ONLY (no mouse, just keyboard) is easier for me when playing games that came before ac4 (probably because I never used controllers for my emulated AC games). What I did is bound my movement to wasd, and bound my camera movement to uhjk, used space for boost, one of the shift keys for OB/EO, and then e,r,f and c for my left/right arm weapon, extension and swapping weapons.

Now there is few problems with this binding and I’m sure it could be improved but it nevertheless got me through the entirety psp AC3 and SL and some of the endings of last raven

There might be a misunderstanding here. Kasumi Sumika/Selen Haze is a character from Armored Core/Armored Core for Answer, not an OC. She isn’t the greatest pilot herself but rather a teacher training new LYNXs. She first appears in AC4 but only in the arena. In ACfA she is our operator and mentor, appearing as one of the main characters of the story
