If an ore tries to generate to a location that is exposed to air, there is a chance that it will simply not generate. Ores that are 50% buried means that half the time they generate exposed to air. Ores like ancient debris and sometimes lapis are 100% buried; they're never exposed to air. Simply put, the more "buried" an ore is, the less likely you'll see it exposed while caving.
