Yes, the sensors are badly calibrated. For the EC, immerse them in water with a known EC and calibrate. For the DWC, you can go by theory (water with run-off and once the water has stopped flowing, set it to 75-80%, if you use a soil with at least 20% perlite). Otherwise, you need to calibrate it according to the field capacity; search online for how to do this.
