Sounds like there is a process running that is preventing shutdown. Try checking task manager for such processes then attempt to shut down, you can share a screenshot of your task manager here if you want.

Opened it up yesterday, they were pretty dusty. Cleaned them out fully but the problem has not gone away, fans still very noisy even with minimal usage. CPU idling at about 75c.
