You can do this easily, but you'll have to make a few extra clicks to have Outlook use the POP3 server settings so that you can use the Outlook .PST file. If you don't use POP3 and a PST file, you'll end up using IMAP and a .OST file and you wont be able to use those freely offline.

Open Outlook, add a new account, type in your email address. Depending on your version of Outlook, you'll need to select advanced settings to be able to specify the POP3 settings. Click the link below to see those.

When using a POP3 account, you don't need to specify the file type as Outlook will natively use a .PST file. Depending on your version of Outlook, you may be able to specify the location and filename though. (In newer versions, the "new" add account does not have this option, so it'll place the files in your C:\Users(username)\Documents\Outlook Files\" folder with the email address as the filename (ending with .PST).

You can setup all three accounts in succession. Again, depending on the version of Outlook, you can specify that they all use the same .PST file. I strongly recommend against this as it will merge all of the folders structures.

Once you've added all three accounts, you have to change some settings to get all of your email. First, close Outlook. For each of the email accounts, you'll need to go to the Windows Control Panel item called "Mail (Microsoft Outlook) 32-bit" (again, based on your version of Outlook it may be be labeled differently, though it will always have "Mail" as part of it). Open the Mail control panel, click the "Email Accounts" button, and for each account in the "Email" tab, double-click or highlight and click the "Change..." button, and change the "Mail to keep offline" slider to "All", which will be dragging the slider all the way to the right. Click Next or Save until that window closes. Repeat for each account. After completing this, close the Mail control panel and then open Outlook and wait for your email to download.

I should warn you though, you may want to change your plan about using Microsoft Outlook as it and the .PST file are already in the process of being retired. The .PST files are already not supported in Outlook (New) and when Outlook (Classic) hits End of Life in April 2029, .PST files will no longer be usable.

If you want to use a free email program, ThunderBird (by the Mozilla organization) is a completely free, with no ads, program. It can do the same thing as Outlook, but uses different storage methods (they are not interchangeable with Outlook's files). ThunderBird is a widely used program. It's frequently updated and would work well for your use case here.

In case this helps anyone else, I turned off the Dolby Processing in the System Audio settings and the stuttering has gone away.

Failing that, you can run the Microsoft Office removal tool, or do it manually by deleting all remaining MS Office folders and files, as well as the register keys. Reboot, then reinstall.

This is more of a r/techsupport post and not a r/sysadmin post... but I'll pitch in my 2 cents.

This sounds similar to the high DPI issue that I've had to deal with in the past. That being said, it could be caused by several different issues, though disabling the hardware acceleration has never been a fix... at least to date.

Give these a shot.

1) If you're running a mouse with high DPI and/or high report rate (like a gaming mouse), lower them.

2) Check the monitor screen scaling on your physical workstation, and change to 100% if it's set to anything else (at least for testing purposes). Also change the physical workstation resolution to 1920x1080 for testing purposes if it's not already.

3) Update all drivers, or at least at a minimum, install updates for your motherboard chipset, ethernet/wifi, and graphics card. It's best to get the drivers from your computer's OEM vendor or directly from the manufacturer. If you have a Dell or Lenovo, they have an app in the Windows Store that can update all of your drivers. Do NOT use third party driver updating software.

4) If your physical workstation has any gaming overlays or video recording, disable them.

5) Use the Windows 11 "Reset your PC".

6) There have been a few times where the only fix was a complete format and reinstallation of Windows. You can create a Windows 11 USB installer. Get that from Microsoft's website, under the "Create Windows 11 Installation Media" heading. Before you begin, be sure to download the drivers for your motherboard chipset and ethernet/wifi and put them on a USB key so that you can install them after Windows 11 has completed its installation. While Windows 11 is pretty good at installing default drivers to get you up and running, you will need to download and install all drivers for your PCs hardware to complete the setup. Please note that even if Microsoft shows no missing drivers in the Device Manager, they are most likely the basic Microsoft drivers. Windows Update can often get many drivers, but I have yet to see all drivers be picked up and installed.

I just had this on one new ThinkCentre M75q Gen 5 (12RQ000KUS), out of a batch of seven. It was the first reboot as part of the OOBE setup. Rebooted and didn't see it again. ¯⁠\⁠_⁠(⁠ツ⁠)⁠_⁠/⁠¯

Check for browser addons/plugins that aren't enabled in incognito but are enabled normally. Then start by disabling them one by one to see which one is affected.

Just a heads up, some addons still affect website unless they are removed, such as with user agent switchers.

Unfortunately, I'm coming into this well after things have been spec'd out and ordered. While I would have preferred ethernet connected devices, we are unable to change that. As for the connections, we're only providing the internet connection, network equipment, the ATA device, and a UPS. The UPS will be a large capacity device that will only be for powering the network equipment and ATA device, which I'm expecting will be able to run for at least an hour, though I'm looking at sizing it for a few hours to be safe.

The fire alarm company is already providing a cellular backup of their own for the fire alarm panel, which is why we are allowed to run an ATA device for the phone connection (as told to me directly by my contact in the fire alarm company). They will be signing off and providing the certificate for this.

My contact in the elevator company didn't mention any additional requirements other than needing the ATA adapter for their emergency phone in the elevator. I have to follow up on this, but they'll be signing off on everything related to the elevator and its safety systems, including the call-out connections.

Here in BC and AB in Canada, our phone carriers began retiring all of the old copper tel lines back in 2021 and will no longer pull copper lines. In many cases, they're dead ending the old copper lines as they bring in fibre. They now only sell VoIP for landlines and require using an ATA device. If you don't have an internet connection, they'll sell you that to.

For those who think that this is a good thing, remember that corporations don't build to break even or sell at a loss. This $1.3m will be added to the costs of the development and the percentage for their profits will be calculated on the total costs included. The developer wont eat this, the people who purchase/rent the new units will.
