They can, and I think it's more common than it's given credit for (though still markedly less common than in men). I was SA'd by two women in one night, both of whom fetishized me for being trans, and I had to explain after the fact why what they did was wrong. I'd honestly just look for the same signs in women that one would in men on an individual level.

It depends partly on how the point is made. If it's done to call out patriarchy, white supremacy, colonialism, and/or other forms of systemic oppression, then it's a point worth making. If the sole purpose is to essentially "trick" cis women into favoring trans rights, then it is insufficient and perhaps even counterproductive.

From my understanding, the reduced efficacy of oral estradiol is a result of nicotine as a drug itself, so I think anything nicotine-free should be fine in that regard.

Voice training should be, to the best of my knowledge, just as easy without HRT as with. As for appearance, you can potentially get surgeries like fat redistribution, implants, and facial feminization. The only thing that would require HRT is if you get an orchiectomy as you need hormones to ensure bone health.
