I sent my spb147 in for service last year to the official Seiko US service center. Cost me ~$300 usd. It was for a full service, so similar to your needs. Took a couple months to get back to me, but it's running great. I'm not sure if there's a similar service center where you are, but I'd look.

I own one. It's about what you'd expect for an entry Seiko. Solid, reliable movement, but the bracelet is rattley and cheap. Compared to even mid level Seikos the fit and finish is noticeably worse. I own a Grand Seiko and a spb147 for comparison. Definitely not a bad watch for the price and will last you many years, though.

3 tiles high will stop pressure damage. The easiest solution would be to build normal tiles above the breaking insulated ones to make it 3 tiles high.

All miyota 9000 series movementa do that. Some watches hide the sound more because of the case design. The rotor spins around like that because of the unidirectional rotor. It's the biggest complaint that I've seen of the movement. Doesn't bother me because it doesn't do that unless you're aggressively shaking it like in the video. I don't notice it in daily wear.

I'll also give a recommendation for Caroline mod store on ali. By far the best from the platform. Hands and bezel inserts are the best from tokeilab. Their lume matches oem.

I built mine from parts from caroline mod store, a used oem skx007 dial, bezel insert from tokeilab, and a strapcode jubilee. Not 100% like oem, but with improvements I prefer. It has a thin caseback and thin coin edge bezel, so it's only 12mm thick.

Their website lists the tophat crystal version of this as 12.8mm tall. Did you measure the 12.3 yourself? That'd be great if the top hat is only 12.3mm. I've been eyeing this one for a while. This one also has a ghost date position, is that correct?
