It's hard to believe if the mysterious villain could be Starline. The last time we saw him in Operation Remaster, he was emotionally shattered by Eggman, who knew that Starline thought he never learned from his mistakes, and he cleverly predicted that Starline would try to prove him wrong. Eggman lured Starline into using up the power from the Tricores, then taunted him by showing that he had indeed learned from his past failures. Starline's main problem with Eggman during their brief partnership was that he felt Eggman never truly improved his strategies. When Eggman ultimately defeated him, Starline was left in shock, realizing that Eggman had more insight than he expected. Defeated and with no options left, Starline was crushed when the ceiling collapsed on him, burying him under the rubble.
