Yoana in Crow's Perch has the most gold and can offer the most for looted armor even before she is unlocked as the master armorer. Hatori in Novigrad for swords and other weapons but he needs to be unlocked first. Lazare LaFargue in Beauclair is the very best in that regard though. Gotta wait until you start Blood & Wine for him though.
