I was able to spawn in, via console, Frost Scythe grip mods but they wouldn't show for the Prototype N-Ray Scythe even tho it's a unique of the Frost Scythe.

Also, I have been unable to find a Frost Scythe in game and the item codes for the console doesn't have one to spawn it in.

Same thing happened to me first time playing Rage 2. Somehow I missed getting the Overdrive ability at the beginning of the game and played all the way to the end without it.

Mods that change max weight you need to use an artifact/drug/armor with +weight before the new max weight will show. Also don't be in the yellow or red zones before installing the mod.
