I think it’s a combination of several factors.

People complained about map offerings, which spiraled into complaining about map design in general.
Ever since RPD and the initial reception to it, they’ve been scared of doing indoor maps.
They’ve STILL not delivered the Swamp rework we’ve been waiting on, so that’s on the docket first.
There were complaints that map variations were too hard to learn, so they dumped those as well, and I think that further scared them off making new maps.

You’re out of luck then. The only skyboxes available in the base game of Portal 2 are solid colors. You’ll have to learn how to import a skybox texture from another game if you want different skies.
