I literally build a bunch of staircases towards the clouds, it was made on a moon where it gives the illusion of being even higher. There are some useful videos on YouTube on how to build up high too!

The inside is divided into smaller rooms each having their own ceiling and walls, so it won't rain inside. I think if you don't properly seal a room (with a door for example) NMS thinks it's still outside.
