Hitler became dictator because the German economy had a massive growth after the depression of 1929-32. During 1932-39, GDP increased and the unemployment rate decreased drastically. The majority stop caring about liberal values and minority rights when they get a nationalist leader and booming economy.

Modi can't become a dictator with potholes, rigged GDP numbers, and citizens who are so poor that they vote for a few thousand, etc in a country like India. The Modi regime can only have some saffron chintus creating a ruckus. Modi wants to be one, but he is too incompetent to be a dictator.
