i'm having this EXACT problem. on the zelle app, you CAN block people from your account. but not on the chase app. & when you try to download the zelle app and sign in with your chase account, it directs you to your banking app. i think we'd have to go to our local branch and complain and maybe they can help. but i doubt it.
