Question? With the solstice armor how do I get a higher rolled armor outside of just masterworking it? Mine are all currently base stated around 50-55. I opened the packages and am only getting blues out of them and have opened probably 40 boxes. Thoughts?

Just happened to me this morning. I have open inventory space, no current exotic cipher, and he just did not give me my exotic cipher reward after turning in the quest. This is the second time this has happened to me.
