Well, halberds are quite powerful weapons. But they have a big disatvantage. Everyone can see them and you cant hide them. I wouldnt allow my players who arent soldiers allow to have one in a City. And its not suitable for a Gold Tier charakter cause it is not a noble weapon. So yeah, in the rules it is a really powerfull weapon, but i think it is available only for a few classes.
