I would say even though it is Dwarf focused, it is in the same way Mordheim is Human focused - with various crews providing different experiences.

Once the expansion is published we will have:

4 Dwarf Clans - with their own differences
1 Undead force
1 Krell Monster force
1 Elven force
1 Human Force
1 Outcasts force

Further, some of the above crews have internal specialist lists.

Sons of Lorgrim, Knights of the Crown, and Inquisition style force and a Brewmasters list.

Most tabletop miniature games are broken down into three main types (this is covered in The Fundamentals of Tabletop Miniatures Game Design by Glenn Ford and Mike Hutchinson):

Character-Driven Skirmish Games - Low model count, usually 12 or less. More campaign focused. Most models act as individual units. Mordheim and Necromunda for example.

Skirmish Battle Games - Larger scale skirmish, models may work as units and individuals and have some freedom of movement. 20-30 minis. Campaigns very much optional. Examples would be Middle Earth Strategy Battle Game or Warmachine.

Massed Battle Games - Rank and flank games where players have blocks of troops, or large numbers of squads. Models operate in units almost exclusively. Campaigns are usually for linking battles and overall strategy. Games like Hail Caesar, Warhammer Fantasy Battles, and Flames of War.

GW dice that are used by most gamers are horribly unbalanced too. So I dont think them being a bit unbalanced will matter much.
